A United States Capitol Police Officer LP-0083 performs a full range of police duties and responsibilities:

  • Enforces Federal and District of Columbia laws and regulations, and enforces USCP rules and regulations relating to law enforcement.
  • Physically protects the U.S. Capitol complex (buildings and grounds), Members of Congress, visitors, and staff from threats of crime and disruption; preserves law and order; and serves as a deterrent to crime and other violations of laws, rules, and regulations.
  • Takes charge of accidents and crime scenes, restricting access to crime scenes; observes, stops, and questions suspicious persons.
  • Prepares reports and testifies in court.
  • Performs protective services, safeguards Federally-owned buildings and property, and protects government equipment and property.
  • Upon successfully completing training and a probationary period, time-in-grade requirements and all experience requirements, future competitive promotions are available to advance to other duties-a higher rank or an officer assignment within a specialized area. USCP specialized areas include, e.g., Special Operations Division, Canine Explosives Detection Team, Containment Emergency Response Team, Dignitary Protection Division, Intelligence Section, Criminal Investigations Section, Threat Assessment Section, and Hazardous Incident Response Division.

Conditions of Employment

Your online application and answers to the attached assessment questionnaire will be reviewed and evaluated. As a result of this initial review, qualified applicants will be required to submit additional biographical information and supporting documents. A list of these documents will be provided to you during the selection process. Further Evaluation of Qualified Candidates Pre-Employment Screening Candidates will be required to submit an Authorization for Release form and additional information via a Personal History Statement (PHS). The information provided, along with a review of a candidate's credit, criminal history, and their driving record, will be reviewed. The Peace Officer Background Investigation Tracking System (POBITS) is an automated system used by investigators to efficiently manage background investigations. Candidates will receive an e-mail from the POBITS system, where they will be instructed to provide their Personal History Statement (PHS). Initial Assessment Phase Following the pre-employment screening, candidates may be invited to participate in the Initial Assessment Phase of the USCP hiring process, all facets of which will be conducted virtually at a location of their choice. This phase consists of an Orientation and Police Officer Selection Test (POST). The Initial Assessment Phase measures a candidate's initial suitability for the position of Police Officer. It also provides the applicant with an overview of the USCP and its hiring process.

Qualifications

The Initial Assessment Phase consists of two components:

Orientation Session - An overview of the USCP mission, hiring process, training, and employment opportunities.

Written Exam - The Police Officer Selection Test (POST) will test the candidate's knowledge of basic math, reading, and grammar. A passing score of at least 70% (seventy percent) must be obtained in each section.

The Orientation and POST will require candidates to use a video conferencing system.

Note: All online portions of the hiring process require the use of a desktop or laptop computer. The use of cell phones and tablets will NOT be allowed for video conferencing. It is highly recommended that all candidates become familiar with the use of their computer's webcam and microphone.

Applicants who successfully complete the Initial Assessment Phase will be issued a Conditional Offer of Employment and will enter the Examination Phase of the hiring process.

Examination Phase The Examination Phase consists of psychological, medical and polygraph examinations. This will be a candidate's first required visit to our office in Washington, D.C. during the hiring process. Efforts will be made to schedule these examinations consecutively to eliminate return visits to complete the examinations.

  • Psychological - Candidates complete a battery of psychological assessments and a clinical interview. The psychological examination will last approximately four to six hours. Candidates are encouraged to be well-rested and eat prior to the examination. The psychological exam will occur online and require the use of a desktop or laptop computer, camera, and microphone.
  • Medical - The medical examination will determine if a candidate is medically qualified to perform the functional requirements of the job. Candidates will be required to fast (abstain from food) prior to the medical examination.
  • Polygraph - The polygraph examination is used to confirm information obtained through the selection process.
  • Physical Readiness Test (PRT) - The PRT consists of three events: a timed 300-meter run, push-up test, and a 1.5-mile run.

Background Investigation

The final phase of the selection process requires candidates to undergo a full background investigation that will include a thorough review and verification of the candidate's employment history, employer, residential, and personal references, in depth criminal and credit history, and academic records.

Must possess and maintain a valid U.S. driver's license.
Must show evidence of responsible driving in the past one (1) year.
Male applicants must be registered for Selective Service.
Travel for hiring assessments and training is at applicant's expense.
Must successfully complete a full field background investigation.
Polygraph, medical assessment, criminal, credit, and tax check required.
Must successfully complete all required training.
Must successfully complete a probationary period.
Candidates must meet the following requirements to be minimally qualified for this position:

U.S. Citizenship - Only United States Citizens will receive consideration. Qualified applicants will be required to provide proof of citizenship early in the selection process. Naturalized citizens must be able to participate and complete a holistic and verifiable background investigation of their personal and professional background.

Age Requirements - Sworn officer positions with the USCP are subject to the mandatory retirement provisions of the Capitol Police Retirement Act, which requires an officer to separate/retire from the USCP by age 57, but as the result of current critical mission requirement, the age has been increased to 59.Applicants must be at least 21 years old at time of appointment and ordinarily not older than 37. However, the maximum entry age has been increased to 39 years of age at the time of appointment (or 40 years of age if the individual turns 40 in the same month of their initial appointment), with required mandatory retirement after 20 years of Federal law enforcement service (e.g., employed at 39 years of age and retire at 59 years of age).Education - High School diploma or GED certificate is required.

Valid Driver's License - Applicants must possess a valid U.S. driver's license that has not been revoked or under suspension for the past one (1) year.

Criminal History Check - Must successfully pass a comprehensive criminal history check of the past 10 years.

  • A criminal history check will be performed on all qualified applicants.
  • USCP Police Officers are required to possess a firearm and ammunition. Applicants who have been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition and are ineligible for the position.

Credit Check - Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans.

Selective Service Registration - Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Fingerprint Check - Applicants' fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of the criminal history record.

Background Investigation - Must successfully complete all components of the USCP full field background investigation.

There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.

The salary range for this position is $48,134.11 to $78,859.72 for Schedule A, and $48,134.11 to $74,916.73 for Schedule B.  


COURT SERVICES OFFICER TRAINEE

The salary range for this position is $44, 899.84 to $70, 774.06 for Schedule A, and $44, 899.84 to $67, 235.35 for Schedule B.  


For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater. Judiciary employees hired prior to June 3, 2014, are considered Schedule A. Newly hired individuals, and Judiciary employees hired on or after June 3, 2014, are considered Schedule B.

Example of Duties

The Hudson Vicinage is seeking an individual to join the vicinage Pretrial Services Program. The selected candidate must possess excellent interpersonal, organizational, and case management skills in order to perform the duties required of this position. The selected candidate will regularly interact with pretrial defendants, judges, prosecutors, public defenders, the county jail, local law enforcement, the private bar, and the public. This position will be responsible for researching criminal case histories, conducting pretrial risk assessments, preparing reports, meeting with defendants, making recommendations to judges regarding conditions of pretrial release for pretrial defendants, and staffing first appearance/Central Judicial Processing hearings and pretrial detention hearings. In addition, the selected candidate will be required to monitor the conditions of pretrial release for pretrial defendants, assist pretrial defendants in attaining specific goals to ensure their appearance in court and the safety of the public during the defendant's pretrial release, and report the defendant's non-compliance with conditions of release to the court. Monitoring is done in person, by phone and via video. The selected candidate will provide guidance to clients with specific needs, including but not limited to social, emotional and rehabilitative concerns. This position will make recommendations and/or referrals for social services, testing, treatment and/or counseling and will monitor clients' treatment progress. The selected candidate will be required to work a non-traditional work week, which will include weekends, holidays and after hours on-call responsibilities. Perform related duties as required.
Note: Experience with pretrial services programs is helpful.

Graduation from an accredited college or university with a bachelor's degree and one year of paraprofessional experience in case management involving gathering, reviewing and verifying case-related information which shall have included one or more of the following: conducting investigations, monitoring casework flow, interviewing clients or customers for needed information, preparing investigative fact-finding reports and/or writing case notes or other case-related correspondence.    
 
Substitution: Applicants who do not possess the required education may substitute additional paraprofessional or professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits.  An Associate's degree and two years of additional paraprofessional or professional experience may be substituted for a Bachelor's degree

COURT SERVICES OFFICER TRAINEE
Graduation from an accredited college or university with a Bachelor's Degree.

Substitution: Applicants who do not possess the required education may substitute additional paraprofessional and/or professional experience in case management involving gathering and analyzing case-related information which shall have included the exercise of judgment and discretion, and one or more of the following; reviewing cases to identify case management and discovery needs, coordinating with judges and attorneys to resolve case issues and/or preparing reports of findings and recommendations. This experience may be substituted on a year-for-year basis with one year of such experience being equal to thirty (30) semester hour credits. An Associate's Degree and two (2) years of additional paraprofessional or professional experience as described above. 
Note: Appointees who successfully complete the twelve-month training period will be eligible for advancement to the Court Services Officer 1 title.

About the Department:

The Montgomery County Department of Correction and Rehabilitation (DOCR) is responsible for the intake, reception and diagnostic functions including law enforcement processing of adult male and female offenders arrested in Montgomery County. Responsibility also includes the custody and care of male and female offenders who are either in a pre-trial status or serving sentences of up to 18 months. Progressive and comprehensive correctional services and programs are provided to all inmates covering substance abuse treatment, mental health issues, cognitive behavioral modification programs, education, life skills, and workforce development.

A Correctional Officer is responsible for providing security, custody, care, order and discipline for a segment of the inmate population.

What you’ll be doing:

  • Working in direct supervision posts within inmate housing units with a Field Training Officer and more senior Officers during your first year (work location assignment can be at Rockville or Boyds/Clarksburg).
  • Learning on-the-job by receiving substantial training and instruction in the application of basic safety and security policies, procedures, and methods with regard to interaction with and supervision of the inmate population; use of equipment, application of post instructions, and implementation of general standard operating procedures.
  • Enforcing clearly defined institutional rules and procedures by performing tasks such as providing input into the daily log, escorting inmates, issuing clothing and bedding, completing routine intake paperwork, conducting perimeter checks of the fence line, etc.

Who Are We?
The Indigent Defense Commission (IDC) is a State Agency which represents indigent people charged with criminal offenses throughout the Commonwealth of Virginia. The IDC has numerous offices throughout the state and they are comprised of state attorneys, mitigation specialists, administrative staff and investigative divisions. Our division works on Fairfax County criminal cases and is located at the Fairfax County Public Defender’s Office (4103 Chain Bridge Road, Fairfax, VA).

What Do Investigators Do?
  • Investigative major crimes
    • Interview clients and witnesses (in jail, the office, or in private homes)
    • Conduct research, review evidence and retrieve records
    • Write detailed investigative reports
    • Attend court proceedings
    • Assist in any additional trial preparation tasks

Investigators assist the state attorneys by gathering facts and evidence that will help them resolve cases. Interns will assist investigators with their caseload, which consists of serious felony cases, including murder, sex crimes, robbery, assault, etc.

Why Might You Be a Good Fit for the Investigator Internship?
  • You have an interest in, and some familiarity with, the Criminal Justice System (through coursework or other practical experience)
  • You are comfortable with conducting field work that brings you out into the community and into people’s homes
  • You are proficient in Spanish, or another foreign language (Bilingual - Spanish speakers highly preferred)
  • Must have availability to work 2 to 3 full days a week and some occasional afterhours work
  • You are a good communicator and will maintain professionalism even when interacting with rude or difficult people

JOB SUMMARY: 
A Crime Scene Investigator is directly responsible for the difficult and skilled specialized work of identifying, documenting, collecting, and preserving evidence at investigations in support of law enforcement activities. A Crime Scene Investigator performs the following duties: photographs crime scenes including burglaries, robberies, deaths, thefts, search and seizure warrants, and assaults to record the appearance of evidence using highly-skilled photographic and evidence-gathering techniques; identifies, collects, and secures physical evidence such as: blood, body fluids, hair and fibers, firearms, and narcotics for laboratory testing and use as evidence in criminal prosecutions; searches for and develops fingerprints at crime scenes and participates in laboratory processing; prepares presentations of evidence and testifies in court proceedings. A Crime Scene Investigator may also provide evidentiary analysis and digital evidence to law enforcement personnel and authorized agencies. An important aspect of the position is to establish and maintain records to ensure proper chain of custody of physical evidence, which is critical to the successful prosecution of a case.
 
Special Considerations: The Crime Scene Investigator is a civilian position assigned to the Special Services Bureau in the Police Department. This employee participates in trainings as part of their regularly scheduled duties. Work requires the exercise of initiative and independent judgment in implementing established work methods and procedures. Functional supervision may be received from a sworn police supervisor, command officer, or other unit members on a crime scene. The work requires exposure to dangerous chemicals and evidence that may be bio-hazardous and carcinogenic. A Crime Scene Investigator is required to use a respirator when these elements may be present. The Crime Scene Investigator position requires shift work and is subject to emergency call-out. A Crime Scene Investigator must reside within the departmental radius for on call vehicles and must be able to comply with departmental call-in response times. 
 
Special Selection criteria: Must possess an excellent moral character and background that will withstand a comprehensive background investigation and subsequent polygraph(s).

Essential Duties and Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

  • Utilizes a complex record keeping system ensuring proper evidence handling and maintenance of chain of custody; 
  • Communicates with sworn officers, coworkers, supervisors, and a demanding and diverse public in answering questions, processing crime scenes, and explaining procedures; 
  • Interacts with victims and witnesses; 
  • Testifies in court; 
  • Inspects and visually investigates crime scenes (burglaries, deaths, robberies, assaults, etc.) for the collection and preservation of evidence; 
  • Photographs, dusts, and lifts latent prints; 
  • Uses specific lighting techniques to make visible latent physical evidence; 
  • Works with chemicals, powders, and body fluids using normal protective equipment according to prescribed safety standards and regulations; 
  • Operates a motor vehicle requiring a standard Driver's License to respond to crime scenes; 
  • Maintains sufficient inventory of PPE and evidence packaging supplies for sworn officers; 
  • Performs maintenance and upkeep of forensic laboratory equipment; 
  • Tests and evaluates new photographic techniques and equipment; 
  • Production of crime scene sketches and various digital presentations;
  • Analyze case information (i.e. crime scenes, items of evidence, and witness statements) to assist sworn investigators in creating forensic links (ties) throughout/during investigations; 
  • Determines procedures/ methodology to be used when identifying, collecting, and processing evidence; 
  • Learns job-related material in a classroom setting and through on-the-job training regarding the processing and preservation of physical and photographic evidence; 
  • And other duties as assigned.

REQUIRED EDUCATION AND/OR EXPERIENCE: 
  • US Citizen, at least 18 years of age 
  • Graduation from high school or GED required. 
  • College degree in law enforcement/crime scene/forensics or equivalent work experience. 
 
REQUIRED CERTIFICATES AND/OR LICENSES: 
  • Valid Driver’s License, at least equivalent to a Maryland Class C 
 
OTHER DESIRABLES: 
  • Bilingual 
  • Courses in the collection and preservation of evidence are highly desirable. 
  • Crime scene training is highly desirable

  • Knowledge of law enforcement activities and the organization of a police department, and the functions of a police identification laboratory 
  • Working knowledge of federal, state, and city law enforcement procedures and practices, as they pertain to required reports and evidence handling

  • Ability to learn gunshot residue testing and field drug testing 
  • Ability to present accurate and professional testimony in court 
  • Ability to establish and maintain effective working relationships with associate personnel, federal, state, and regional law enforcement agencies, court personnel, and the public.

While performing the duties of this role, the employee is frequently required to remain in a stationary position for long periods of time. The employee is frequently required to read and comprehend written material and make inferences from the contents. This position requires continuous or repetitive arm-hand movements to utilize a computer keyboard to enter and retrieve data. The employee is required to frequently bend, stoop, and work in small, cramped area to gather crime evidence. Vocal communication is required for expressing or exchanging ideas by means of spoken word and for conveying details or important instructions to others accurately and quickly either face to face, on the telephone, and/or through e-mail. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for preparing and analyzing crime scenes, determining the accuracy and thoroughness of work, distinguish colors when using chemicals and detecting blood, and observing general surroundings and activities. The employee may be required to push, pull, lift, and/or carry up to 25 pounds. Employee must be able to use a respirator when performing duties requiring exposure to dangerous chemicals and evidence that may be bio-hazardous and carcinogenic.
