Job Summary

This position is located in the Department of Human Services (DHS), Office of Program Review, Monitoring and Investigation (OPRMI), Fraud Investigations Division (FID).  The incumbent performs investigations into allegations of customer fraud, in the Food Stamp, TANF, Medicaid and other District of Columbia (DC) public assistance programs administered by the DHS.  The incumbent serves as an investigator with responsibility for planning and conducting investigations to protect the DC and the Federal Government from fraud schemes attempted and committed against DHS programs.

Duties and Responsibilities

Plans, organizes, and conducts investigations of violations of DHS, District of Columbia Government laws, statutes, regulations, policies, and instructions, as well as Federal laws, regulations, and guidelines. Provides clear, concise, and persuasive briefings to supervisor as to the status of investigations. Responsible for the timely resolution of assigned matters and delivering the results by either live testimony or written report, or both.  Assists with identification of violations, investigates wrongdoing, preserves evidence, ensures the Constitutional rights of suspects and witnesses during investigations, and presents findings to supervisor(s) for directive action and/or prosecution. Determines methods of obtaining, preserving, and presenting evidence, ensuring conformance with “Rules of Evidence” statues.

Testifies in court and before appropriate authorities regarding investigative activities and findings. Develops and conducts investigations and analyzes information arising from allegations of irregularity, fraud, conflict of interest and impropriety. May assist with providing direction, guidance, and assistance to junior investigators.  Provides pertinent information to assist with coordination of investigations with other regional and Federal law enforcement agencies.   
 

Qualifications and Education

Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

A bachelor's degree in criminal justice, psychology, business law, or other closely related field gained from an accredited college or university. (Preferred)

The work environment includes an office setting and the work area is adequately lighted, heated, and ventilated. This position also requires traveling to all parts of the Washington Metropolitan area.  A valid driver’s license is required.

Collective Bargaining Unit:  This position is covered under a collective bargaining unit represented by AFSCME 2401 and you may be required to pay an agency service fee through direct payroll deduction.

Position Designation: This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations.  Position Description

• Provides administrative and logistical support for meetings, including writing summaries of the proceedings, and other activities of the Humanitarian Practice team;
• Completes research and policy analysis, outreach to members, and other projects as needed by humanitarian team’s work streams;
• Supports the team with analysis of data and provide written analysis of key findings;
• Participates in various fora, including outside meetings with InterAction members, at think tanks, or the Hill;
• Debriefs to the team at the internship’s conclusion on learning and/or a work task completed.

This is a full-time position based in Washington DC. Due to COVID-19, InterAction has and continues to develop new and flexible workplace policies. InterAction maintains a hybrid work environment and employees currently work remotely and flexibly from home on some days and in-person in the office on others.

Qualifications and Skills


• Bachelor’s or Master’s degree (or working towards one) in international relations, international development, conflict resolution, peacebuilding, humanitarian assistance, or another related field;
• Able to commit to at least 4 days a week of work (32 hours per week), with preference for those who can work full time (40 hours per week);
• Solid writing, editing, and research skills with strong attention to detail and ability to write quickly and effectively;
• Familiarity with basic data analysis and methods;
• Ability to take in a substantial amount of information, potentially on topics the intern is unfamiliar with, and synthesize that information into a digestible format:
• Self-starter and self-motivated;
• Fluency in Microsoft Office Suite (Word, Excel, PowerPoint, Publisher, etc.), Adobe, additional computer skills in Salesforce, graphic design, or related computer programs a plus
• Commitment to teamwork, good interpersonal skills, can-do positive attitude, and professional etiquette.
• Interest, familiarity, and/or coursework in humanitarian assistance is strongly preferred

Compensation


This will be a paid internship. 12 weeks for 40 hours/week / $16.10 an hour – DC minimum wage. Start and end dates are flexible. Interns must be located in/have an address in DC, Maryland, or Virginia and have the right to work in the US. InterAction is also happy to administratively support class credit if needed. The International Rescue Committee (IRC) was founded at the behest of Albert Einstein in 1933 to assist people fleeing from persecution. Since then, the IRC has grown and works all over the world providing humanitarian support. In Silver Spring, the IRC works with refugees the moment they step off the plane to help them get situated and become self-sufficient members of their new community.

 

IRC internships give interns the opportunity to work directly with refugees to teach them or help them accomplish tasks needed to live successfully in the US. We offer 13 unique internships that offer a wide variety of opportunities to develop different skills and gain experience including:

 

  • Anti-Trafficking/Intensive Case Management: The Anti-Trafficking/Intensive Case Management Intern will work in close coordination with the case management teams to serve survivors of human trafficking, refugees and other vulnerable immigrants who are struggling to navigate various systems to access resources and services.

 

  • Career Development: The Career Development Program assists employed clients in securing job upgrades to improve economic conditions and align with career history and/or career objectives. The intern will work closely with the Career Development team and Financial Capabilities program to promote client self-sufficiency and encourage clients to work towards long-term career goals.

 

  • Economic Empowerment: The Economic Empowerment program assists refugees to become economically self-sufficient by placing recently arrived refugees in their first job in the United States.

 

  • Refugee Employment and Skill-Building: The Refugee Employment and Skill-Building Program aims to reduce barriers to self-sufficiency and employment and assist refugees to secure full-time employment.

 

  • Gender Equity: IRC programming assists refugees to become economically self-sufficient and supports acclimatization within the United States by providing access to casework services. This role will support the IRC’s Gender Equality work, cross-cutting programmatically and departmentally to support the administration of equitable services and the proper consideration of gender concerns in programmatic and departmental initiatives.

 

  • Health Outreach: The Health Outreach team engages immigrant communities to prevent the spread of COVID-19, mitigate its impact, and increase vaccine acceptance and knowledge. This includes creating and sharing linguistically accurate and culturally appropriate materials developed in partnership with refugee and immigrant communities.

 

  • Immigration:IRC's Immigration Department in Silver Spring, Maryland provides high quality, low-cost immigration services, including filing applications for adjustment of status (i.e. green cards), work authorization, naturalization, and family reunification for refugees, asylees, victims of trafficking and other immigrants.

 

  • Intake: The Intake program is the first point of contact to all “walk-in” clients that visit the IRC in Silver Spring. We provide fast track enrollment in public benefits and referrals to internal and/or external resources and programs as needed.

 

  • Refugee Resettlement: The Refugee Resettlement team supports refugees during their first eight months in the United States. The housing team prepares their apartment. Caseworkers connect refugees with services include providing monthly cash assistance, ensuring that clients apply for public benefits such Medicaid, food stamps, social security and enroll in health insurance and ESL classes. And the cultural orientation team introduce refugees to U.S. customs and systems. 

 

  • Youth Program: The IRC’s Youth Program works to support the integration of school-age recently-arrived refugees and asylees. Interns will support the planning and implementation of IRC's Summer Academy as well as enrolling new clients in the youth program and completing individual service plans for each individual client

 

Most internships require a minimum of 15 to 20 hours per week. All selected interns will need to undergo and clear a background check and reference check to intern. We ask that you make a $30 donation to help us cover the associated costs. Currently, 87% of our funding goes directly to programming to support our clients, and your help to cover this cost will ensure that no funding is directed away from serving our clients. Instructions will be provided after you have been selected to intern or volunteer.

Internships with the International Rescue Committee in Silver Spring are unpaid. EXPECTATIONS

Interns work a minimum of 16 hours per week, based upon individual school credit requirements. Specifics regarding internship credits need to be worked out with the advisor for your college. Please note that this internship is a non-paid position. Internship hours must be completed in a minimum of 4-hour time increments between 8:00 am – 5:00 pm, Monday – Friday.

The internship assignment will be a Hybrid schedule, which will require a successful applicant to be able to work in person at times. The location of the assignment is the Albemarle County Police Department, 1600 5th street, Charlottesville, VA 22902.

DISQUALIFIERS

Security and Counterintelligence (S&CI) is responsible for the protection of NSA/CSS information, people and facilities worldwide. In support of this mission, the Security Operations Command Center (SOCC) ensures continuity of mission and the protection of the Agency's critical assets worldwide 24x7. Primary responsibilities of a SOCC Security Duty Officer (SDO) include:
  • Emergency and critical Incident response and management
  • Initiating and conducting all necessary investigative actions for physical, force protection, personnel and counterintelligence related security incidents
  • Coordination, response, mitigation and resolution of life safety, security and facility emergencies
  • Access verification and management

Job Summary

The Security Operations Command Center (SOCC) is seeking highly motivated, disciplined individuals to fill Security Duty Officers (SDO) positions in our 24x7 watch center headquartered at NSA's Fort Meade MD Campus. SOCC personnel provide a myriad of services across multiple security disciplines with a no fail mission supporting Agency organizations throughout the global enterprise!

Qualifications

The qualifications listed are the minimum acceptable to be considered for the position.

Degree in Criminology, Behavioral Science, Law Enforcement, Psychology, or Political Science is preferred, but a degree in any field is acceptable.

Relevant experience must be in a NSA or IC/ DoD security related field (e.g., special agent and police officer) or in emergency management.

ENTRY/DEVELOPMENTAL
Entry is with a Bachelor's degree and no experience. A high school diploma or GED plus 4 years of relevant experience, or an Associate's degree plus 2 years of relevant experience may be considered.

FULL PERFORMANCE
Entry is with a Bachelor's degree plus 3 years of relevant experience, or a Master's degree plus 1 year of relevant experience or a Doctoral degree and no experience. A high school diploma or GED plus 7 years of relevant experience, or an Associate's degree plus 5 years of relevant experience may be considered.

Salary offers are based on candidate's education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position.

Salary Range: $53,105 - $122,459 (Entry - Full Performance)

On-the-job training, internal NSA courses, and external training will be made available based on the need and experience of the selectee.

Work Schedule: Applicants should be aware that this position is in support of 24/7 operations with 12 hour rotating shift schedule.

This position is designated as emergency essential, which means this position cannot be vacated, especially during a significant crisis situation or emergency incident, without seriously impairing the organization's ability to function effectively. Personnel assigned to this position are required to report to work as scheduled, regardless of weather conditions, operating status or other atypical situation. Personnel will also occasionally be requested to cover additional shifts to ensure mission continuity and maximize operational effectiveness.

This is a high visibility position that provides a unique opportunity to view and execute all aspects of Security and Counterintelligence's mission while enjoying a shift schedule that provides several consecutive days off. SOCC SDOs work twelve-hour shifts, rotating between days (0600-1800) and nights (1800-0600) over an approximate 3-month span. The rotation is an aggregate of 7 days on duty and 7 days off duty in a 14-day period, and also includes two weeks of dayshifts during which time team members can use personal leave, take classes/training, cover shifts for other team members, train new team members, or work on special projects.

As a full-time position in a 24x7 operations center, the 12 hour rotating shift schedule accounts for an approximate 12% pay increase for civilian watch standers, which is an aggregate of Sunday premium, night differential, holiday pay, and 4 hours of scheduled overtime per pay period. Additional paid overtime is also available. SOCC personnel are also provided with warm and cold weather tactical clothing and other gear.
