Policy and Government Relations Assistant Position with the Center for US Global Leadership for May or Recent Grad with Some Experience


 

Position description

The USGLC’s Policy and Government Relations Assistant position has a dual reporting structure with public policy related functions (50%) reporting to the Director of Policy and the government relations functions (50%) reporting to the Director of Government Relations.

Policy responsibilities will include:

Policy Outreach. Work with policy team colleagues to elevate and deepen Administration commitment to diplomacy and global development, including State Department, USAID, and other agencies funded by International Affairs Budget.

  • Design and implement strategies to engage with policymakers in Executive Branch involved in related global development and diplomacy legislation.
  • Design and implement strategies to engage with think tank and advocacy experts on global development and diplomacy legislation.

Research.

  • Author and contribute to blog posts and other USGLC materials and publications.
  • Provide research assistance on special projects relating to U.S. foreign policy, global development, and economic prosperity including climate change, rising authoritarianism, global economic competition, and humanitarian crises.
  • Update and maintain USGLC State Fact Sheets highlighting local impacts of global investments in diplomacy and development. 

Other. 

  • Assist preparation of materials for USGLC events including drafting internal memos for public and private events.
  • Coordinate coverage for ongoing think tank events and Congressional hearings relating to diplomacy and global development.
  • Other duties as assigned based on the needs of the department.

 

Government Relations responsibilities will include:

Advocacy. Work with Government Relations colleagues to strengthen and expand bipartisan Congressional support for America’s global leadership, the International Affairs Budget, and relevant global development and diplomacy legislation. Activities include:

  • Design and implement strategies to engage bipartisan Members of Congress and their staff on USGLC priorities, including those in USGLC field states.
  • Develop and maintain strong relationships with bipartisan House and Senate offices on Capitol Hill.
  • Lead engagement with National Outreach team on in-District Meetings & Field Events to prepare materials and memos for in-district congressional meetings and in-state events with government officials and local validators.
  • Assist in the planning and implementation of Capitol Hill advocacy days and other events.
  • Monitor congressional hearings, legislation, and briefings; particularly around relevant non-budget focused issues (e.g. Development Finance, Food Security, Aid Transparency).
  • Prepare briefing materials both for internal and external audiences, including assisting in drafting of budget and legislative analysis documents.

Research. 

  • Research and analyze legislation and policy initiatives, particularly for non-budget areas that impact development and diplomacy programs.
  • Draft background information and voting records for Members of Congress as needed for events and meetings.

Other:

  • Liaison: Serve as a liaison between GR and Policy Departments.
  • Other duties as assigned based on the needs of the department.

 

Qualifications

Minimum of a bachelor’s degree in public policy, government relations, foreign policy, international relations or a similar subject. The position requires at least 1-3 years of public policy and/or government relations experience related to U.S. foreign policy and international development. Strong analytical, writing, proofing/editing and communication skills are required. Limited travel, in line with the latest CDC guidelines related to COVID-19, is anticipated. 

 

Compensation: 

Competitive salary will be offered, commensurate with experience and qualifications. The USGLC also provides a package of benefits, including health and disability insurance, retirement plan, paid annual and sick leave and federal holidays.
