Position Information

The Office of the Commonwealth's Attorney for Arlington County is seeking to fill two entry level grant-funded Victim Witness Program Assistants to provide administrative support to the Victim Witness Program staff and informational support and guidance to victims of crime, including those who speak Spanish and may have difficulty communicating in English. The Victim Witness Program Assistants will build authentic relationships and provide a sense of safety for victims and provide trauma-informed support.

Specific duties include:

  • Providing direct support to victims of crimes including contacting victims to explain legal and courtroom procedures, accompanying victims to court, assisting in filing claims with the Virginia Victims Fund, and providing pertinent information about social service agencies and programs;
  • Serving as liaison with victims, prosecution, law enforcement, court officials and allied professionals in a way that centers around the dignity, voice and needs of victims;
  • Providing crisis intervention and referrals for supportive counseling to minimize the traumatic impact of crime and the criminal justice process;
  • Using the police department's database to obtain and review police reports to assist with preparing cases for trial;  
  • Compiling information relevant to cases;
  • Representing the Victim/Witness Program in community events and/or providing training to the community on victim services;
  • Tracking cases and services provided to victims using the Client Information Management System (CIMS) and Prosecutor by Karpel (PBK) case management system; and
  • Performing administrative functions such as preparing court dockets, composing letters and narrative reports, filing, faxing, answering phones and ordering program supplies.

The ideal candidate will have the ability to listen for understanding, avoid personal opinion or bias, manage emotions (both of others and self) and have the following:
 
  • A high degree of accountability to both victim/survivors and legal system partners;
  • An understanding of the responsibility and skills required to navigate the complex landscape of responding to harm at an individual level and communicating those needs in an effective manner to relevant legal system parties and the wider public;
  • Verbal and written communication skills that reflect an ability to synthesize and reframe information as necessary to distill valuable information, make people feel heard, and move a process forward; and
  • Knowledge of the effect of power structures and ability to determine how these could affect all victim/survivors, to avoid additional harm and trauma while navigating the legal system.

Selection Criteria

Minimum: 

  • High school diploma or GED;
  • At least one year of experience as a legal assistant, legal secretary or providing direct client informational support in a criminal justice or court system environment; and
  • Completion of a paralegal certificate program recognized by the American Bar Association.

Substitution: Additional experience in a legal office performing paralegal tasks may be substituted for the paralegal certificate program requirement.

Desirable: Preference may be given to candidates who are able to learn, grow and adapt with flexibility, humility, and self-reflection and have the following experience:
  • Case and docket management;
  • Working in a restorative justice system;
  • Working in a fast-paced professional environment;
  • Using Prosecutor by Karpel (PBK) or a similar case management software;
  • Using Microsoft Office Word and Outlook; and/or 
  • Bilingual ability in English/Spanish.

FALL 2023 UNDERGRADUATE LEGAL AID INTERNSHIP 

Applications for the Fall 2023 Legal Aid Internship are now open! Applications will be due 4pm on Monday, April 24. You can download a copy of the application here.

The Undergraduate Legal Aid Office internship program allows students to gain valuable hands-on experience while earning 3 hours of academic credit via EDCP386. Interns work approximately 6 hours per week and attend an academic session every week.

During office hours, interns perform in-take interviews with students, maintain all administrative records and correspondence, and consult with the attorney. Classroom assignments complement the office learning experience.

To apply, students must have at least 56 credits by the start of the internship and a 3.0 cumulative GPA is recommended.

At the end of the semester, interns are afforded the opportunity to apply to the Student Advocate Program. Both the internship and Student Advocate Program provide an excellent opportunity for students considering a law-related career, or any student who hopes to develop writing and interpersonal skills while helping their peers.

Job Announcement

Performs specialized administrative tasks pertaining to police communications and facility security duties in such work environments as police headquarters offices and police district stations; and performs related work as required. 

Illustrative Duties

  • On a rotating shift basis, processes warrants, verifies data for requesting personas and prepares supplements to warrants;
  • Contacts police departments, local and out-of-state, concerning outstanding warrants;
  • Responds to front desk inquires by retrieving case records, etc., in an expeditious manner;
  • Maintains security and safety of station and property or evidence received;
  • Maintains record of runaways, juvenile detention papers, and escape warrants from mental institutions;
  • Responds to telephone callers and walk-in clients at the police station;
  • Responds to Teletype messages from Public Safety Communications Center concerning complaints or incidents;
  • Maintains accounts on station supplies;
  • Makes inspections of station facilities;
  • Distributes incoming correspondence to appropriate personnel;
  • Accesses, queries, and updates various automated information systems to obtain necessary data requested by law enforcement personnel;
  • Composes and completes routine correspondence, special reports and documents, including search warrants and affidavits.

Employment Standards

MINIMUM QUALIFICATIONS:   
Any combination of education, experience, and training equivalent to graduation from high school or possession of a GED issued by a state department of education; plus, two years of experience performing clerical and/or police communications work, including one year of experience equivalent to Police Citizen Aide I.

PREFERRED QUALIFICATIONS:  
Familiarity with Police Department procedures. Experience using computer aided dispatch (CAD) systems and law enforcement records management systems (RMS), such as I/LEADS. Experience in the use of Microsoft Office computer software, especially Word and Outlook. 

CERTIFICATES AND LICENSES REQUIRED: 

  • Driver's license (required)
  • VCIN -VA Criminal Information Network- Required within 12 months and recertify every 24 months

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check, polygraph exam and driving record check to the satisfaction of the employer. 
     
PHYSICAL REQUIREMENTS:

Must be capable of sitting for extended periods of time, capable of hearing and seeing sufficiently to interact with the radio, telephone, and cad systems. Must possess the manual dexterity necessary to enter information through the use of a keyboard. All duties may be performed with or without reasonable accommodations.
