Program Officer, Emergency Response Position with Project HOPE for May or Recent Grad

POSITION SUMMARY:
Project HOPE is seeking an Emergency Response Program Officer. The primary responsibility of the ER Program Officer is the support liaison for assigned programs, managing all information and advocating for the needs of the program within the organization and coordinating communications between all departments, including Compliance, Business Development, Global Health, Logistics, Legal, Human Resource and Communication & Development.

RESPONSIBILITIES:
Program Support
- Lead data management and support data entry from ER programs
- Day-to-day Headquarters liaison for assigned ER programs advocating for the needs of the program within the organization and coordinate communications between all departments, including compliance, programming, logistics, legal, security, human resource and communication
- Day to day coordination of proposals, donor reporting process for assigned countries. Monitoring grant performance and overall assigned country portfolio and flag any issue to the Program Manager
- In close coordination with the Program Manager, review existing monitoring and evaluation systems and develop new systems that will ensure quality program implementation and reporting
- Monitor the progress of each project and assist with the identification of issues which may affect the quality of program performance and consequent program adjustments
- Respond to donor inquiries regarding program activities
- Coordinate the production of various grant program-related documents upon request by senior management
- Support development of internal trainings at HQ and country offices
- Support management of ER Roster with human resources department
- Provide continuity for ongoing internal capacity building ER programs
- Support dissemination of program specific information with relevant departments. Support with any program specific reporting requirements from other departments and vice versa.

- Ensures that donors and internal reporting is submitted on time and in fulfilment of contractual obligations for the countries covered
- External representation as required with donors
- Perform other duties as assigned.

Representation
- Attend coordination meetings on behalf of the organization, gather and share information, develop and nurture contacts within the donor community, government and other NGOs as appropriate
- Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actor
Working Relationships
- Maintain frequent communication with Team Leads and Director to ensure program activities and objectives are communicated
ESSENTIAL SKILLS AND EXPERIENCE:
Education:
- Bachelors degree in related subject: International Affairs, Public Health, etc
- Project management certification a plus
Experience:
- At least 1-2 years of field- based work experience or 2-3 years’ HQ experience supporting relief and development projects in the field
- Experience in proposals development and donor reporting with major donors (BHA, USAID, PRM, GAC and EU donors)
Experience in effectively communicating and collaborating with international and headquarters staff, and the ability to deal with a broad spectrum of people
Competences
- Attention to detail and strong informational writing skills
- Knowledge of Project cycle management
- Knowledge of Logical Framework project planning and design
- Proposal development and donor report skills
- Knowledge of major donors rules and regulations
- Report writing
- Good research skills
- Ability to read, analyze, and interpret and apply donor regulations and requirements
- Strong analytical skills to determine overall grant performance
- Excellent writing skills, excellent cross-cultural communication
Languages:
- Fluent in written and spoken English
- Proficiency in Spanish, Arabic, French (or other relevant language to the portfolio) a plus
