The Jay G. Cohen Memorial Student Opportunities Endowed Scholarship Fund is a memorial scholarship that honors the memory of Jay G. Cohen, a prominent Baltimore attorney and proud Terp husband and father. This fund was established to reduce the barriers to law school admission for UMD undergraduate students who have both financial need and demonstrated success at the University of Maryland, and who have a strong interest in pursuing a career as an attorney. In particular, this fund will provide students with resources to pay for part (or all) of an LSAT preparation course, and/or for additional expenses incidental to the law school admissions process (e.g. application fees, transportation for visits, etc.).

As a Personnel Security Investigator, you will ensure that candidates hired by the Airports Authority meet standards for integrity, suitability, and trustworthiness.

Personnel Security Investigator

Serves in the Employment Standards Unit (ESU) of the Police Department in the Office of Public Safety located at the Headquarters Office.

Conducts general background and field investigations on job candidates, including verifying education and employment information; searching court, criminal, and credit records; interviewing personal references; and writing recommendation reports. Performs related functions.


GENERAL RESPONSIBILITIES
  • Interviews personal references and interviews previous employers about a candidate’s character, work performance, and any mitigating circumstances in connection with termination of employment. May travel to meet with former employers or references.
  • Checks credit history, driving records, Federal and state criminal history, and court records. Verifies education levels and information provided on the U.S. Citizenship and Immigration Services Employment Eligibility Verification form (I-9).
  • Develops candidate case file with work sheets, security forms, questionnaires, and narrative of field interviews.
  • Maintains confidentiality of information in accordance with established Department policies and procedures and Virginia Code 19.2-389.2.
  • Analyzes information gathered and determines whether additional information is needed.
  • Prepares written report of findings and makes recommendation on suitability for employment considering the nature and severity of any adverse information related to the job to be filled.
  • Assists in developing new procedures for conducting investigations.
  • Attends training and meetings of law enforcement agencies and organizations for information exchange.

QUALIFICATIONS
  • Three years of progressively responsible experience in conducting pre-employment background investigations that includes researching and verifying employment records; conducting telephone and in-person investigative interviews; and accessing and searching automated criminal record systems.
  • Knowledge of and ability to obtain background information from written records and forms.
  • Knowledge of and ability to apply investigative procedures and techniques to identify sources of information in an investigation.
  • Knowledge of and ability to analyze background data for completeness and accuracy, follow up on gaps in information or questionable leads, and report findings.
  • Knowledge of and skill in applying policies, procedures, regulations, and laws regarding the security and privacy of personal information to ensure that background information gathered on candidates is not compromised or misused.
  • Ability to prepare comprehensive written reports of investigative findings.
  • Skill in using a computer and office suite software, with emphasis on special criminal and employment information record systems, including the Virginia Criminal Investigation Network (VCIN) and National Crime Information Center (NCIC) to correctly identify candidates and extract relevant information.
  • Ability to speak and write effectively, with an emphasis on speaking in a manner that puts people at ease during the interview/questioning process.
  • Ability to make detailed analyses of data and information and make recommendations.

PREFERRED QUALIFICATIONS
  • Experience in conducting employment background investigations for civilian and public safety candidates.
  • Certified CVSA Examiner.

EDUCATION


A high school diploma or a Certificate of General Education Development (GED).


CERTIFICATIONS AND LICENSES REQUIRED
  • A state driver’s license in good standing.
  • Certification as a VCIN Operator from the VCIN or NCIC Operator from the NCIC or equivalent within 60 days of hire, promotion, or placement in the job.

NECESSARY SPECIAL FACTORS
  • Drives a vehicle to attend meetings, inspect personnel and court records, and conduct interviews with employees, previous employers and personal references.

Qualifications

Internships are open to qualified undergraduate and graduate students who are capable of working independently with guidance. Students should be self-motivated, have good communication and writing skills, be comfortable working in the community, and be conversational in Spanish. Must be located in the Chesapeake Bay Watershed, preference given to applicants residing between Baltimore, Maryland and Fredericksburg, Virginia.

Internship Requirements

The successful applicant is expected to fulfill the following requirements during the time of the internship:

  • Work independently and meet deadlines
  • Give a presentation at various events

Financial Support

Defensores de la Cuenca will provide a stipend totaling $5,000; $1,000 will be paid every two weeks, paid on the 15th and last day of the month. A final payment of $1,000 is made upon receipt of the final report at the end of the 10 weeks. Interns should expect to work 10 weeks during the summer (June through August). 35 hour work week and must be available to work weekend.

Baltimore Witness is a news site that provides transparency of homicide and non-fatal shooting cases by tracking and reporting on cases in Baltimore City Circuit Court.

We are opening applications for our 16-week learning internship. Those accepted will hone their writing, research, and data collection skills, all while playing an integral part in providing the community with detailed information on the city’s crime and legal process.

Full and part-time internship positions are open to students and recent graduates who are interested in pursuing careers in journalism, sociology, public health, data analysis, or legal fields.

This internship is unpaid; however, we offer college credit. Some travel expenses are reimbursed on a sliding scale. Interns are required to work two days a week minimum.

The Governor’s Office of Crime Prevention, Youth, and Victim Services seeks a Center of Excellence (COE) intern for Fall 2023. The incumbent will work alongside the Law Enforcement Coordinator to collaborate with various key stakeholders (e.g., local government, law enforcement, public safety agencies, behavioral health agencies, and crisis service providers), and support the implementation of Senate Bill 305 (2020) and Senate Bill 857 (2021).

Primary functions of this position will include providing technical support to the COE’s committees, councils, trainings, workgroups, and meetings via stakeholder engagement, research, note-taking, and report writing. The COE intern will support the work of the Crisis Intervention Teams, Behavioral Health Authorities, Public Safety, and other agencies throughout the state.

Primary Responsibilities:

This position will work alongside the Correctional Services Treatment Coordinator and collaborate with various external stakeholders which include the Maryland Department of Public Safety and Correctional Services, Maryland Department of Health, Maryland Behavioral Health Administration, Operational Opioid Command Center, local correctional facilities, and other agencies involved in implementation of legislation seeking to enhance Medications for Opioid Use Disorder in correctional facilities throughout Maryland.

Primary functions of this internship will include supporting the implementation of the Opioid Use Disorder Examinations and Treatment program, assisting with the reporting of performance measures to various stakeholders, managing capacity building opportunities, and assisting in coordinating various workgroup meetings.

The Governor’s Office of Crime Prevention, Youth, and Victim Services (GOCPYVS) seeks a Criminal Justice Program intern for Fall 2023 for our Police Accountability and Community Engagement Program. You will work alongside the Assistant Director of the program and collaborate with various internal and external stakeholders, including local, state, and federal law enforcement agencies; local, state, and federal governmental agencies; and members of various communities.

The primary functions of this position include supporting the Police Accountability, Community, and Transparency (PACT) program activities. PACT was included in former Governor Hogan’s Re-Fund the Police Initiative which continues to provide support and resources to the state and local agencies in their efforts to fight violent crime. PACT is primarily focused on increasing safety and training for law enforcement, promoting safe communities, and encouraging engagement between law enforcement and the community. Governor Hogan’s initiative included $24 million over a three-year period to be used to provide more body cameras, de-escalation training, and other critical tools to enhance community relationship building for state and local agencies.

Primary Responsibilities:
  • Support research and development of reports for the Police Accountability, Community, and Transparency (PACT) Grant Fund Program. (30%)
  • Review and summarize grant program activities as reported by PACT grant recipients. (30%)
  • Provide operational support to PACT grant funded activities. (10%)

The Governor’s Office of Crime Prevention, Youth, and Victim Services seeks a Justice Reinvestment intern for Fall 2023 in our Criminal Justice division. You will work alongside the Director of Justice Reinvestment and collaborate with various external stakeholders to include the Department of Public Safety and Correctional Services, Department of Health, Administrative Office of the Courts, Maryland State Commission on Criminal Sentencing Policy, local corrections, and other agencies involved in implementation of Justice Reinvestment legislation.

Primary functions of this position will include supporting the implementation of the Justice Reinvestment Act (JRA) and the Justice Reinvestment Oversight Board, assisting with the reporting of performance measures to stakeholders, managing capacity building opportunities, and assisting in coordinating various Workgroup meetings.

Primary Responsibilities:
  • Assist with preparation and planning of regular meetings, which include the Justice Reinvestment Oversight Board, Justice Reinvestment Advisory Board, Justice Reinvestment Coordinating Committee, and various JRA-related working groups (50%)
  • Support research and development of reports such as the Annual Justice Reinvestment Report and various Workgroup findings and recommendations reports (20%)
  • Review and summarize grant program activities as reported by grantees through the Performance Incentive Grant Fund (20%)
  • Other tasks as assigned (10%)

Fall 2023 Criminal Justice Strategies Intern

The Governor’s Office of Crime Prevention, Youth, and Victim Services (GOCPYVS) seeks a Criminal Justice Program intern for the Fall 2023 Semester in our Criminal Justice division. You will work alongside the Assistant Director of Public Safety Strategies and collaborate with various internal/external stakeholders to include local, state/federal law enforcement agencies, state’s attorney’s offices, heroin coordinators, and others involved in the implementation of Public Safety Strategies.

Primary functions of this position will include operationally supporting the Maryland Criminal Intelligence Network (MCIN) initiative. MCIN is a criminal justice strategy, coordinated at the local, state, and federal levels targeting gangs, drugs, firearms and human trafficking. MCIN is particularly focused on those criminal networks that are impacting multiple jurisdictions and accomplishes this by sharing information across borders. It is a key element of Maryland’s public safety strategy and provides the basis for data-driven decision making both operationally and for policy development.

Working in the implementation and operations of the P.R.O.T.E.C.T. (Public Resources Organizing to End Crime Together) Program. The Program is designed to maximize the use of State, local, and community resources to combat neighborhood decline throughout the State, and support comprehensive strategies to reduce crime and fear in those communities.

Through the P.R.O.T.E.C.T. Program coordinators connect members of the community to available services and benefits, help improve community projects, and participate in the development of various community enhancement programs. In collaboration with the local law enforcement agency with jurisdiction in the high-crime micro-zone, coordinators will:
  • Ensure utilization of all existing crime prevention programs and grants;
  • Coordinate community and youth programs;
  • Assist with community mobilization and activities to reclaim public space;
  • Assist with rapid response to public nuisances; and
  • Coordinate community engagement with the local law enforcement agency with jurisdiction in the high-crime micro-zone.

Primary Responsibilities:
  • Assist with preparation and planning of regular meetings, which include monthly MCIN and Heroin Coordinator meetings. Identify breaking cases that support the positive impact of the MCIN program (30%)
  • Assist in the implementation of P.R.O.T.E.C.T. (Public Resources Organizing to End Crime Together) Program. (30 %)
  • Support research and development of reports. (30%)
  • Other tasks as assigned (10%)

The successful candidate will:
  • Be enrolled as a Junior or higher standing student in a Criminal Justice, social sciences, or a related field. A minimum of 60 credits is required to be considered for the internship position.
  • Possess a demonstrated interest in criminal justice-related subjects including law enforcement , prosecution, or courts.
