General Job Information

This position is located in the Metropolitan Police Department (MPD), Homeland Security Bureau (HSB), Joint Strategic and Tactical Analysis Command Center (JSTACC), Command Information Center. The purpose of this position is to serve as a Criminal Research Specialist to research and obtain data and information from automated and manual resources and network databases in direct support of units in the field.

This Criminal Research Specialist position is covered under the National Association of Government Employees (NAGE) bargaining unit and you may be required to pay an agency fee through direct payroll deductions.

The incumbent will be responsible for the following:

• Proactively monitors the Computer Aided Dispatch (CAD) system and other available situational awareness tools in preparation for collecting, synthesizing, and disseminating critical information and intelligence in direct support of real-time events.
• Receives, prioritizes and validates requests for law enforcement assistance and follows the appropriate procedure and protocols in order to initiate the collection and dissemination of the information in a timely manner and designated format.
• Responsible for collecting and memorializing information related to violent crimes, unusual incidents, bomb threats, suspicious packages or persons, gun recoveries, and other incidents or events for the purposes of compiling the daily JSTACC report.
• Monitors social media, open source websites, news outlets, the HSIN-Sit room, and any additional internal and external resources, in an effort to identify events that could affect the operational landscape or MPD operations, and subsequently provide timely and accurate situational awareness and operational intelligence to MPD personnel.
• Provides situational awareness, monitors emerging incidents and potential threats and provides updated information throughout the entire timeframe of the incident.
• Maintains the proper security and confidentiality of all information created or encountered for the purpose of complying with federal and local laws and regulations concerning access to and dissemination of criminal information.
• Communicates with various law enforcement officers and officials via radio or telephone in an office setting to assist in law enforcement operations using various restricted and open access resources.
• Handles a myriad of calls from the public to include both anonymous tips and common requests or concerns.
• Operates technologically advanced video systems and computer applications, including, but not limited to: CCTV (crime cameras), automated license plate readers (LPR), Shotspotter, JUSTIS, WALES II, NCIC, Columbo, Mugshot Retrieval, TLO, Cobalt, etc. (or demonstrated ability to learn).
• Creates, maintains, and updates spreadsheets, databases, files, and networks, ensuring their security, confidentiality and integrity.
• Prepares reports and other documents for law enforcement personnel.
• Performs other related duties as assigned.

Qualifications

• Knowledge of problem-solving skills and identification and resolution of conflicting information. 
• Knowledge or the ability to learn The Jencks Act; Brady Material and related Federal, State (Maryland and Virginia) and local DC laws, rules and regulations that govern law enforcement material. 
• Knowledge of or the ability to learn legal terminology and legal forms. 
• Knowledge of Department guidelines, current accepted management theory, techniques and practices. 
• Knowledge of effective communication skills necessary to convey sensitive and accurate information, build constructive working relationships to develop written reports.
• Ability to deal with demanding and uncooperative individuals. 
• Ability to prioritize tasks with competing deadlines and ability to handle high-stress, fast-paced environments.
• Skill to conduct research using various law enforcement and networked databases.

Education

High School Diploma or equivalent is required.

Work Experience

Applicants must have at least one (1) year of specialized experience equivalent to a least the (CS-07) grade level, or its non-District equivalent, gained from the public or private sector. Specialized experience must demonstrate the following; understanding problem solving and identification and resolution of conflicting information; working knowledge of The Jencks Act, Brady Material and related Federal, State (Maryland and Virginia) and local DC laws, rules and regulations; understanding legal terminology and using legal forms; communicating sensitive and accurate information to develop reports; dealing with demanding and uncooperative individuals; and conducting research using various law enforcement and network databases.
