Position description
The position is located in the Planning, Budget, and Evaluation Division, Office of the Office of the Special Coordinator for the Bureau of Near Eastern Affairs Foreign Assistance (NEA-ACPBE). The Social Science Analyst supports the formulation of all plans, operations, training, and evaluation matters relating to the office’s resources. They closely coordinate with all appropriate offices and officials at various levels within and outside the Bureau.
Responsibilities
- Provides authoritative analysis and guidance to all levels of office management on the most controversial issues related to budget, planning and performance management processes.
- Plans and conducts special studies and provides advice to managers of Office and Department functions, and develops and evaluates policies in assigned areas of responsibility.
- Interprets government wide legislation and regulations as well as Departmental policies affecting areas of responsibility and assesses their impact on Bureau program activities.
- Develops guidance for subordinate activities and performs continuous appraisal of the utilization of command resources (foreign assistance) in accomplishing program goals and objectives.
- Duties at the GS-11 will be similar to those at the GS-12 level, with more supervision and guidance.

Applicants must meet ONE of the required basic entry qualification requirements described below:
BASIC REQUIREMENTS:
Have a undergraduate or graduate degree from an accredited college or university in behavioral or social science; or other related disciplines appropriate to this position;
OR
Have a combination of education and experience that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in this field;
OR
Have completed at least 4 years of appropriate experience that demonstrates that you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in this field.

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, the applicant MUST also meet one of the requirements listed below:
Have at least 1 year of specialized experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience must be related to the work of the position and equivalent to at least the GS-09 level in the Federal service.
Qualifying specialized experience must demonstrate the following:
- Experience managing and implementing designs, methodologies, instruments, fieldwork and site visits for program evaluations.
- Experience analyzing and advising more senior officers on foreign assistance issues affecting policies and programs in the Middle East and North Africa.
- Experience analyzing and resolving issues related to performance and project management processes.
OR
Have 3 full years of progressively higher- level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree. This education must demonstrate the knowledge, skills, and abilities to do the work of the position to be filled;
OR
Have a combination of graduate level education and specialized experience (as described above) which is equivalent to the work of the position and equivalent to the GS0-9 level in the Federal service. This education and experience must meet 100% of the qualification requirements for this position.
